Metropolitan Police officers initially attempted to stop Mr. Kelly. This occurred around 3:20 PM BST near Harrow Road. He was reportedly approaching the carnival while wearing a face covering. Subsequently, he fled on foot.
Officers then pursued him down Hormead Road. He eventually entered the Grand Union Canal. Both officers and members of the public quickly entered the water. They worked to pull him out.
Mr. Kelly was rushed to a central London hospital. However, he was pronounced dead there at approximately 4:40 PM. The Independent Office for Police Conduct (IOPC) is now reviewing the circumstances.
Investigators are examining body-worn video from the officers involved in the chase. Moreover, the IOPC has appealed for information. Meanwhile, Notting Hill Carnival concluded its 60th-anniversary celebrations over the weekend. Hundreds of thousands of revellers attended the popular west London event. Police reported more than 600 arrests made throughout the carnival period.
