A man has tragically died following a police pursuit and a canal jump during the recent Notting Hill Carnival. This Notting Hill Carnival death is now under independent investigation.
Karnell Kelly, 25, passed away in hospital after the incident. He entered the Grand Union Canal in west London. This occurred while he was being pursued by police officers.
Metropolitan Police confirmed the sequence of events. On Monday, August 31, around 3:20 PM, officers attempted to stop Mr. Kelly. He was approaching the carnival site wearing a face covering, but he subsequently fled on foot.
Both police officers and members of the public quickly entered the canal. They worked together to pull Mr. Kelly from the water. He was then rushed to a central London hospital, where he was pronounced dead at 4:43 PM.
The Independent Office for Police Conduct (IOPC) has since launched an investigation. This body serves as the police watchdog. They aim to independently establish the exact circumstances of this tragic event.
As part of their ongoing inquiry, investigators are meticulously reviewing body-worn video. This footage comes from officers who had chased Mr. Kelly. The pursuit reportedly took place down Hormead Road.
Moreover, the IOPC has issued an appeal for public assistance. They are seeking information from any witnesses to the incident. Video footage from members of the public, nearby properties, boats, or barges is also requested.
Separately, an officer sustained injuries on September 2. This occurred while Met Police divers were searching the canal. The search was part of efforts to gather more information about the incident.
The Notting Hill Carnival celebrated its 60th anniversary this year. Hundreds of thousands attended the vibrant west London event. Revellers in colourful costumes and steel bands filled the streets throughout the weekend.
During the carnival weekend, police made over 600 arrests. Specifically, 242 arrests took place on Sunday. Another 394 arrests were recorded on Monday.
The police watchdog has urged the public against speculation regarding Mr. Kelly’s death. Amanda Rowe, IOPC director of engagement, expressed profound sympathy. She stated that thoughts are with Karnell Kelly’s family and loved ones, as well as everyone affected by his death.
Ms. Rowe further elaborated on the IOPC’s crucial role. She emphasised the need to independently determine the precise circumstances. This is vital given that Mr. Kelly died following an interaction with police officers.
